As a DSW (Doctor of Social Work), her focus was on social work practice, supervision and applied research. She was the director of the Training Institute for Social Workers, for the Ministry of Labor and Social Affairs in Jerusalem, Israel. During her distinguished career, Rosalie was a published author in many journals pertaining to social work practice. Perhaps her most notable work was in 1980, where she wrote what has become a classic manuscript for Social Work, a leading journal for the profession. In her article, “People versus Profits: Social Work in Industry,” she penned the first comprehensive critique of industrial (occupational) social work practice and opened up discussion as to whether or not professional social workers can practice ethically in corporate settings. This has come to be widely known as Bakalinsky’s Conundrum. ( Paul A Kurzman, PHD, The Bakalinsky Conundrum-Should Social Workers Practice in the World of Work, published online, October 2008).

In her early life in Winnipeg, Rosalie was involved with Logan Neighbourhood House, active in Hillel and worked as a counsellor at BB camp in Kenora. She studied social work at universities in Winnipeg, Minneapolis and California where she earned a PhD.

She taught for several years at Halle Selasis University in Addis Ababa, Ethiopia and then at Hebrew University in Jerusalem. The respect which she earned is reflected in a plaque dedicated to her at the library of Hebrew University.

Rosalie was an avid bridge player. Rock Hudson and Omar Shariff were among those she played with. She died suddenly after a bridge tournament in Eilat.

Rosalie’s niece, Terri Wexler followed her into social work and has fond memories of being mentored by Rosalie through long nights and early mornings during her undergrad studies.

Cheryl Hirsh Katz
Miriam Wexler
Terri Wexler

Rosalie Bakalinsky was a highly regarded social worker who helped shape policy and education.
